Who is the contract with, a builder or the developer?
If it's the developer they may still have to out tender the project out to builders.
Likely scenario if off the plan sale.
The developer should have a start and end date stipulated by builders in the tender process. Unlikely to find it's way into your contract, though offers some surety to buyers once a builder has been appointed and they are operating under the cloud of liquidated damages.
