I have no idea why this is the case...but it is quite infuriating:

"Dear Mr Potts

I am still waiting for final confirmation from the custodian about the Carnegie share placement and foreign shareholder restrictions. However I have been sent the attached document which gives more details. It states that to be eligible you need to have a registered address in Australia, although as I mentioned we are waiting for this to be confirmed.
