They had, I understand, about 26 milion shares which is less than 5% so technically they are not 'significant' or 'substantial' share holders and don't rate on the radar at all.
Nevertheless their sell off over a short period of time at around 10 cents has clearly spooked/boggled/clogged the market with sell orders around that mark.
In effect sell orders between 11 and 15 cents are ignored with the consequence as seen over the last few days.
So we'll see no public statment of change of ownership
