The report states "Allowable - 3000bopd" and "Potential - 3000bopd"
I'm no expert, but surely that suggests there MAY be sufficient pressure for the well to flow at its maximum allowable rate.
Flicking through a few of the other well info pages by changing the numbers didn't reveal any others where the potential rate was equal to the allowable rate.
