This week is when the new Chinese administration is finally settled in and Xi Jinping is confirmed as State President.
What this means for SMA is that bureaucratic delays (due to the changeover of administrations) can no longer be an excuse for failure to proceed.
In other words SMA must take off during the next three months if it is ever going to do so.
