I agree. SP is quoted as saying that "Credit Suisse has indicated that it will provide a full funding package..."
"will provide" in no way implies that the deal is done and dusted. Not all the ink might be on it yet. That certainly doesn't imply a lack of intention.
However, I'm astonished that such a "leak" would come from SP.
Sounds to me more like someone told someone, who told someone (add as many someones as you like) that Stephen Promnitz said.....
