i think that is saying the true width will be the least width at any given point along vein (which is fairly obvious if you measure the true width at 90o to the direction of the vein at that point.
i really can't see anyone claiming that the true width of the whole vein is the narrowest width an any point along the vein.
imo the true width generally refers to 'true' width of the ore intersection of a given drill hole as opposed to the down-hole width which, depending on the angle of the vein relative to the drill hole, will always be greater than the true width (unless the hole strikes the vein at a right angle to that pert of the vein in which case it is the true width.)
