Who set the rules and regulations into play for Coles & Woolies to grow.

Who set the rules and regulations into play for the dairy industry to fall into fewer and fewer hands.
For the most part pollies had access to the share market way before the bulk of us on HotCopper so it was inevitable the path taken would be in favor of their own investments ie, Coles & Woolies.
The small corner store owned and operated by Mum, Dad & the Kids stood no chance.
