I have to laugh, towing a boat caused it to sink. Who ever wrote that report must ride camel.
I will write in plain English,the easiest way to scuttle a boat is to remove hose from underwater hull fitting,which takes sea water in to cool engine. Water will then flow into boat bilges sinking it.If it had the luxury of a marine toilet, then there is another underwater hose fitting.
I would say John Howard was right then, as more boat have been scuttle and burnt since then.
