Lets not get carried away with "non-commerciallity" spook stories, so far Velote has said it is complicated and it's a matter of "how much" oil can be retreived, a long way from a NC decision, it appears to me that they are not going to spend 2 .5 billion on the full development, the likelyhood of a smaller development is still strong IMHO.
