It is not necessarily 258M shares changing hands, it could just be the same shares being bought & sold over & over again.
When there is a huge volume and very little movement, then it is most likely the HFT (High frequency trading) bots in action - where high powered computers make trades in a fraction of a second working on tiny profit margins.
