Cafa, I'll message ProEdgeWire's China "deep throat" HongPo and ask for a little clarity but it appears the VAT form is tied into the quota system as "official" approval for production, and a tally against quota. As everything this appears to have been corrupted by the illegal producers, and that doesn't necessarily mean backyard miners, but one obvious result is the inconsistency of Chinese RE.
Until someone can find something factual to the contrary the Lynas piece demonstrates VAT as a component of the FOB prices, the level where Lynas competes for customers. Surely that is not so hard to comprehendo?
