Voting YES to what ?

I mean the NDRC wanted everything they asked for and was happy to provide the CDB term sheet once PT.5 below was satisfied:

1) Resonable price
2) Review of FIRB
3) Review of Resource Upgrade
4) Review of mining permit and mining convention
5) Hanlong to begin talks with SOE

Hanlong and Sundance indicated talks were pretty advanced (given HanLong was URGED by the PRC to partner up with State Enterprises since December 2012).

But just as everyday was going nicely, Liu was caught hiding his brother in the closet. Funny enough the crime his brother is alleaged to have committed dated more than 4 years ago. Liu disappeared 48 hours before the CDB term sheet was due.

Why did China make this switch at the 11th hour ?

This is the only question worth asking IMO.
