Yes agree the Jantimot - but with more effective education programs in the early years many of the disabled can become much more fully functioning in society and as such are less of a burden on society as they are more capable of looking after themselves or at a minimum a carer can attend to a lot more individuals.
Gone are the days for the most part where so many were just thrown to the wayside and had to be looked after forever because society did not take the time to get them more fully functioning. Heck technology alone such as tablets are increasing the learning/communication ability by leaps and bounds. In many cases it is not about more money it is about time and teaching in the right way for the individual as some will take allot longer than others.
