"Greeve said plain procurement commitments were ready to be issued once final project financing was announced and that negotiations on off-take agreements for the Deflector Mine's flotation concentrate had been in progress for a number of months and were close to final settlement'.
Perhaps off-take agreements will indeed see the financing go through and we may be waiting finalisation of that prior to locking in sufficient revenue certainty to have financing approved?
