One would have thought the racing industry could put a horse before the cart.
It's A L W A Y S extremely bad form for any regulating authority to fine any whistleblower B E F O R E the subject of any disclosure is fully heard.
Complaints do not bring an industry in to disrepute. Processes or penalties that mitigate against full public transparency do as would failure by any regulating body to act.
The same principles apply the stock markets of course (lol).
