paps home construction not a good analogy -council building inspector probably only one apart from the owner checking on it and just for important stuff - hence why retentions important at teh end.
this is a professional contract - the starting document probably fill a dozen A4 size lever arch files with tech drawings and what not as well, there would be pages of signatures involved, there would be pages on how the project would be run, who would be on the project team, who (duly qualified experienced members of professional bodies) would be involved on signing off each milestone, who and how a disputes process run.....teh bank guarantee would be just as detailed separeately between the bank and parties......during the construction there would be daily progress notes for each aspect and regular project development team meetings (probably sub-project meetings given teh size of it)with attendees from both sides (minutes for every regular meeting will have been duly approved).......etc.
my point is these things don't just suddenly happen at the end
