If you ever watch those customs border shows from UK you will see that cigarette smuggling is a common subject. People flying in with 5000 cigarettes for "personal use". The favourite trick with raw tobacco importers is for the officer to ask them to roll one - they never can. It's worth doing it for a couple of thousand pound profit. Similar reaction here with chop chop because of the unbelievable (to me) price of a packet of fags.
