the gov had the Norwegians help with petro plan.then the yanks not too long ago.but like WHN they have to advertise/promote the area as there is no difinitive find or desire to assess the EEZ zone round the seychelles but lots of cash going to all their east africa competitors.
now they have a jv with mauritius, so lots more acreage to sell.
those in government want a share of success.
the WHN evaluation package allows them a stronger presentation piece at the expo's,so they are going hard at it.
