I don't believe that CTP management are sitting on their laurels doing nothing.
I suspect they are trying to negociate with a third party for a rig to drill Surprise ASAP, even if it means a farm-in or farm-out.
The company NEEDS CTPO to be successful, otherwise they are going to pay even more money to beg/borrow that $48 million somewhere else, and it WILL cost a lot more than 300Mln shares.
