I suspect this is one of the reasons why the Bumi Gov invited Lyc to Malaysia, giving a 12 year tax free enticement. I assume the gov of M will be trying to get several major manufacturers of RE technologies to join in also.
The Malaysian gov did a similar thing 20+ years ago to get car manufacturing (and associated manufacturing) underway on the peninsular.
the Au gov were too thick to get the technology in aus!
I'm hanging on for the ride.
