I think its the other way around.
The pits are owned by Telstra.
Telstra is remediating the pits, ahead of NBNCo Sub Contractors going around and installing fibre.
So I would think they are contractor's to Telstra.
If correct, it actually has nothing to do with NBNCO.
In any event, Telstra have ownership over the pits and a duty of care to make sure they are handled correctly.
