there is no answer that will work for everyone in all the communities just as there is no answer to the wider community that suffer from the same problems. forget the black and white bit...
if someone could come up with the answer they would be worth their weight in gold times a thousand or more. your not going to get the answer on HC!

As long as people/government try to work out the problems we may fix a bit of it. Throwing money at it doesn't seem to work anyway..
