L A has ACS as the incumbent still, wet film I am pretty sure. Nestor was selected about 12 months ago by the LA Police Dept who seemed to hijack the selection process for themselves, maybe a Sergeant Foster from the LAPD who seemed to be the front runner in the selection process may have had his own agenda.
I am only guessing but I think the LA city council want in on the decision making process regarding a new contractor and thus it has ground to a halt. Also the capacity of Nestor to install the required initial 50 approaches may (or should) be under review.

Santa Monica to my knowledge never went ahead with RLCs although they did select RTS in 2001.
West Hollywood? Beverley Hills is I think is an ACS wet film contract still.
