Yes, I agree the shakeout may have affected progress, although by how much remains to be seen.

I'm not saying this is applicable to the new or old staff or to Changzhi city at all. I hope they settle in quickly and Shanxi can progress from there.

In the mean time, I unfortunately think we may head further south SP wise whilst we wait for reasons I already stated. No holder likes it, but as you said, it may be worth keeping tabs on for those that want to have or increase their punt.
