I'm not sure which indicators you're talking about, or what unsubstantiated rumours you've heard, but there's nothing that I've seen to indicate that there will be anything announced in the foreseeable future.
wishful thinking doesn't make it so, all it does is give people false expectations. Nor have I seen anything to indicate that anything will be signed and approved before the end of the financial year.
IMHO it could be several months or more before anything comes to fruition, there were at last count, 4 possible contenders for the remaining funding. I would expect that to be reduced to 1 or 2 firm favorites long before anything is signed off on.
