Your analysis of what this means is incorrect. Welborn took up options on 1.5m shares @ 40c each, which need to be taken up by a specific date or they lapse. It's not like a director buying shares on market which would need to be guided by the securities trading policy. The end result is the same though, Welborn gets 1.5m new EQX shares and it cost him $600k. A big vote of confidence.
On another note, did whoever was responsible for releasing the Scoping Study forget to do it before going on annual leave or something? ;)
