The old CFO probably was not looking for this alledged fraud.Often these items are detected by luck /chance/tip-ff etc and follow up.Often analysis work can identify where matters are out of cinq and furher enquiries may reveal fraud.External auditors do not find much fraud as the audits are often conducted by people with little real world business experience.
The new CFO would be smart enough to recognize fraud[and accuse someone of possible fraud] as opposed to errors before she bypassed tne COO.
GC's question is valid only if the matter was denied.
In the end the paper trail and money flow is what confirms whether or not fraud has been committed.
