I have seen rights to mainland but not offshore. Don't know if this is an oversight or just my interpretation so thanks for your comments.

I would imagine if constitutionally this deal is ratified then offshore would follow, again who knows.

As I said earlier I think Peru is a real winner from reading a lot of valuable information from posts that look very creditable. If Range put this opportunity at risk on Somalia then one would surmise that the opportunities here may be awesome if it comes off.

Gutsy move irrespective by Range people and does get you thinking.
