People should make decisions for their own safety based on risk perceived, and being supposedly higher intellect mammals that should not be too difficult.
What you suggest is blaming someone else for their OWN decisions. The ol blame game as usual.
By your lack of understanding of people taking rational decisions for themselves I guess you perfectly fit the bill of blaming Einstein for blowing up Hiroshima. After all he made making the bomb possible..........
