Maybe competing smugglers sabotage each others boats.
No Australian government would do it. Sinking asylum boats before they left Indonesian waters would be much too simple and cost effective for the Libs or Labs to carry it out.
They prefer it to remain a multibillion dollar business with big lucrative contracts for their mates.
