    It was Rudd who broke down our border security so people can now come freely to help themselves of welfare that was designed for our own needy and GENUINE refugees.

    Considering Rudd broke down the very effective fence and didn't replace it with any other deterrent, I would think the blame should be on his shoulders.

    During the campaign for the 2007 parliamentary election, Australian Labor Party leader Kevin Rudd promised to put an end to the Pacific Solution if he were elected. Upon assuming office in December, Rudd confirmed that the detention centres on Manus Island and on Nauru would be closed.

    The last detainees left Manus Island in 2004 and Nauru in February 2008.[14]

    Nauru was concerned about losing much-needed aid from Australia.[15] Opposition immigration spokesman Chris Ellison said the closure could suggest to people-smugglers that Australia was weakening on border protection.[16]

    Since the abandonment of the policy there has been an increase in arrivals by sea of asylum seekers, with over 43,000 arriving since 2008.[17]"
