1Million units of BOTA is equivalent to 6Million units of NABI. I do not see any single holder had more than 6M units of NABI at the time of the merger deal.
It could also be due to institutional players borrowing and lending shares. For example, a CFD provider borrowed 1m units of BOTA from HH or EH for their clients to short BOTA.
Just my opinion.
