What I see atm is NBNCo paying $103/Meter to contractors who then pay subbies $35 to do the work.

What I see is an ambit claim that goes on in every business. Wake me up IF they get their 40% increase.

I want a 40% pay increase too, doesn't mean I'll get it.

Maybe the problem is with what you WANT to see.
