It is an internal confidential technical report and not for public release. It also contains proprietary information about other coals, provided to ECT under confidentiality provisions, for benchmarking purposes.
Some people need to learn basic English comprehension skills. They are told something is confidential but still want it anyway, like they are above whatever conditions have been stated. The cluelessness of some people never ceases to amaze me.
