Why did the dog think a two year old was a threat? that is psycho - i'd forgive a wild animal for acting that way but a residential pet? for pete's sake.
can you keep a wild animal as a domestic pet? no. A king brown for eg? probably not - there is a line but it seems to be drawn in the wrong place in this instance.
as for the analogy with cars... some cars are in fact banned from the road for safety reasons. if it doesn't pass the test it's not allowed to be driven. Also if its engineered beyond specification you cant get it registered - now there's a direct correlation to breed. Anyone seen a top fueler at school drop off lately?
