2 reasons to do a cost benefit analysis.
1 - To help you choose between the competing technologies like fibre, wireless and copper. You would normally do this BEFORE choosing your technology.
2 - To compare your chosen project (technology already chosen) against other competing projects to find the better ROI.
Libs have chosen the technology already but have promised to do a cost benefit analysis if elected.
Be prepared for the backflip.
