There are some hassles with the government, not particularly Lemur, but general disarray. There has been little mining on Madagascar, so their mining dept is not as jacked up as other african countries.

They will need to build a wash plant and all other infrastructure related to a mine.

There is only a low 5age of the coal at opencastable levels, the bulk of the resoiurce is at 100m plus which menas underground operations, in a seam of 1.5 to 2.0m thickness. Not cheap mining.
