If ESI gets a letter of offer and announces nothing, then in effect, by implication they are saying they have received a letter of offer.
Maybe DPI is now aware of this and may grant ESI permission to announce they have received a letter of offer.
The TH could also mean we missed out and are awaiting confirmation.
