It's a very stupid idea.

Only a collection of fools such as the current Labor government could have thought this one up.

Revenue collections will plummet and a lot of businesses will fold, because they won't have the cash to pay what they owe.

And if they have a large purchase and want to claim it back, they would be wanting to lodge a claim as soon as possible.
