Hi Firsova, today's LRS announcement referred to $61k that was raised by a shortfall placement of 6.1 million 1c options with an exercise price of 20c and an expiry date of 26 Oct 2014.
It doesn't refer to how many people put their hand up for the options, and I doubt it was just one person as you think it was. Also, the expiry date is more than a year away, so not especially short dated. I don't read anything unusual into it.
