Ok guys, the ocean isn't boiling.
Too much cool ocean for any localised hot flow of water to dissipate in. What's coming from the plant isn't Niagara Falls after all.

I imagine it would be like a heat exchanger on a boat.
Fresh water in heater exchange being cooled by sea water passing through it.
The sea water retuning would no way boil sea water.
I believe if the safety switch to shut down reactor and power to sea water pumps didn't happen then there would be no disaster.
It was the failure of diesel motors, then back up batteries to keep cooling sea water from doing it's job.
Reactor's location was a big mistake.
I believe a floating Reactor offshore would make sense, as it would be safe from Tsunamis and earthquakes.
E.G. Nimitz Aircraft Carrier is a floating nuclear reactor,which are almost 40 years old.
