It could be either way.
That said, two things suggest to me it is more likely something negative.
1) Based on them putting a trading halt on, which is more likely that they need to prepare a response to bad news, rather than good news which doesn't require some immediate plan/response to be given, and
2) it being unannounced from the OSR, rather than e.g. a dispute in place for some time, makes it less likely that it would be a credit.
The above don't make it certain, just more likely.
