She didn't control anything. She negotiated every piece of legislation with the minor parties to get them through the Senate.
Negotiated? lol. She's was a puppet of everyone. She signed off on deals that weren't policy just so she could get the support for a minority government. That's the problem with this dysfunctional government, they've shown the would sell their soul if they had to, lie and deceive, back-stab each other, it doesn't get much worse than what's happened over the last 3 years.
