Other than paid parental leave I don't think Labor increased much in the way of welfare, if anything they wound back payments such as the baby bonus introduced by the Howard Govt.
The most welfare oriented aust govt in recent times in fact was the Howard Govt which introduced the baby bonus, payments to carers, and pension supplements each year of thousands of dollars, and increases in child payments.
It was these increases that led to the recent blow-out in the budget deficit because they were unsustainable, given the reduction in tax receipts since the GFC and slow-down/commodity price decreases related to the mining industry.
