I can't agree. It is a super-royalty for the Feds, but the state royalties are a deduction, that's why Julia got so nasty when WA and Qld raised their royalties: It reduced her cut. That's the sum total of my knowledge. When asked for details Jonno did not oblige, just got smart.
But I agree that Vic want the money without the inconvenience the same as they claim Qld rain as their's for the Murray.
