The trains can meet spec. The port can't. Again, people haven't read all the announcements. The moor master system employed can't work at design so they can't ship to design. This means they can't reach 16mtpa it also means weather has a larger impact on the times that they can get ships in and out. They can turn a ship around in 24hr and they can rail 10mtpa of ore but they can only load ships at certain days depending on weather and when the shipping doesn't line up with the trains because of a sting of bad weather. It's never going to be a 50% reduction in profit but it is another little thing that takes from total tonnage and presumably increases production costs. I would hesitate a guess and say it will reduce capacity by 1-3% with an equal increase to costs.
Again, nothing major but just another thing that makes the project a bit less viable. They said they were fixing it months ago but it still looks screwed based on my observation of shipping schedule and hence the comment in a conversation about shipments.
