Empowerment Minister, Saviour Kasukuwere has confirmed that the government is developing amendments to the controversial indigenisation policy so that foreign miners will no longer receive compensation for majority shares ceded to black Zimbabwean groups.

The amendment will affect Impala Platinum, Anglo American Platinum, Aquarius Platinum and other foreign mining companies in Zimbabwe.

In effect this is like a 1 for 1 capital raising to a third party for no consideration. Existing shareholders get diluted by 50% but there is no benefit for the company (except being allowed to continue its operations).
