The whole AGW hypothesis is based on the premise that an increase in the amount of greenhouse gases into the atmosphere will raise temperatures due to a latent heat buildup via the greenhouse effect. This is 100% an atmospheric phenomenon. The Co2 is supposed to absorb and store heat. If the atmosphere is not warming then any warming is not caused by greenhouse gases.
