I truly applaud your sentiment regarding shorting. I am against the practice. Unfortunately I don't have any idea's for you.
IMO a Royal Commission into CDU trading will never happen, I doubt it even qualifies under the criteria for one to be called.
The ASX has an obvious conflict of interest as it derives income from the practices you seek to stop and it is largely self regulated.
ASIC is underfunded and largely useless

All that aside as Hooter and others have pointed out the open short position on CDU is comparatively small
